How We Teach Case Studies

📋 Case Study: You are the head of a public sector bank. A large industrialist, who has significant political connections, approaches you for a loan that violates standard banking norms. He promises that if you approve the loan, he will ensure your promotion to the board. What are the ethical issues involved? How will you handle this situation?

Step 1 - Identify Stakeholders: Bank, employees, depositors, public interest, industrialist, yourself

Step 2 - Ethical Issues: Conflict of interest, corruption, violation of rules, abuse of power, promoting unethical culture

Step 3 - Options: a) Approve loan for personal gain; b) Reject and face consequences; c) Report to higher authorities

Step 4 - Best Course: Reject the loan, document the conversation, report to CVC/Board, maintain transparency

✅ Model Answer Approach

A civil servant's primary duty is to uphold the law and act in public interest. While career advancement is natural, it cannot come at the cost of ethical conduct. The officer should politely but firmly reject the request, citing regulatory violations. If threatened, the matter should be escalated through proper channels with documented evidence. This upholds institutional integrity and sets a precedent against corruption.
